Treading Carefully: The Need for an International AI Pause Button

In the history of humanity, technological advancements have often driven societal progress. From the telephone to the Internet, our innovations have invariably driven us forward. However, there are instances where progress demands caution. A prime example of this would be — Nuclear energy. It has, for instance, brought with it the potential for both monumental benefits in terms of state sovereignty, and cataclysmic disasters such as wars and loss of lives. Today, we stand on the precipice of another such dual-edged sword: advanced artificial intelligence (AI).


Artificial Intelligence presents a range of growing risks to humans. Most alarming among these is the issue of job displacement. As AI technologies improve, they increasingly self-program functions traditionally carried out by humans, leading to unemployment in certain sectors. We see this clearly already unfolding today- according to an article by India Today, Nearly 4,000 people working in tech lost their jobs because of AI in May. A spokesperson also told Business Insider that “This was the first time that job cuts were being attributed to AI”. Further, it was revealed that all the layoffs were from the tech sector. According to the World Economic Forum’s “The Future of Jobs Report 2020,” AI is expected to replace 85 million jobs worldwide by 2025. AI has the potential to completely eradicate automatable jobs, thus rendering a large population of the world jobless. This will cause global unemployment rates to steeply rise, further widening the gap between the rich and the poor.


Apart from this, there is also the risk of privacy invasion as AI can collect, analyse, and utilize vast amounts of personal data, potentially leading to its misuse. For example, there are concerns about AI being used in harmful ways such as autonomous weapons.

Finally, the potential for AI to surpass human intelligence and decision-making capabilities, leading to apocalyptic scenarios like those described in science fiction, where AI overrides human control, posing an existential risk.


Given the risks posed by unchecked AI development, there emerges a controversial proposition: the creation of an International AI Moratorium Agency. A Moratorium Agency is an institution or body, established to impose temporary halts or restrictions on specific activities or developments considered dangerous.


This body’s primary function would be to impose temporary halts on specific sectors of advanced AI research deemed potentially hazardous. By doing so, it aims to prevent premature deployment of such technologies until their safety and social and ethical implications are thoroughly understood. In this essay, we will explore the motivations, potential benefits, and criticisms of this approach.


Historically, rapid technological advancement often leads to unforeseen consequences. The Industrial Revolution, while revolutionizing production, also brought about significant environmental and social challenges such as global warming.


Advanced AI, given its potential to exceed human intelligence, could introduce risks we haven’t yet conceived. AI technologies have potential implications far beyond conventional software. They could make independent decisions, influence global economies, or even, in dystopian scenarios, challenge humanity’s very place at the top of the intelligence hierarchy.


Contrary to popular belief, a temporary moratorium isn’t about stifling innovation; it’s a call for introspection, and for caution in the face of the unknown, that is, the possible repercussions of the advancement of AI.


Despite the disbelief behind this strategy, there are many advantages of implementing a moratorium. Firstly, it would allow for global consensus-building. AI is not just a product of individual countries or companies; its repercussions are global. By halting rapid advancements, even briefly, the public gets a window to catch up with the current state of affairs. It provides an opportunity to understand complex issues without the pressure of ongoing developments. By taking a collective pause, humanity can, as a whole, deliberate on the ethical, societal, and safety standards we deem essential. This can be done by taking into account international law and global norms that govern the way that we, as a society function.


Secondly, this break provides an opportunity for building fool-proof safety measures. Currently, AI development often feels like an arms race, with various parties rushing to outdo each other. A pause could shift this competition to a safer form of innovation, ensuring that when we do proceed, we do so with the best protective measures in place. While innovation is integral to our progress as a society, we must monitor the things that we create, such that they don’t spin out of our control, and end up being a bane rather than a boon.


Lastly, a moratorium can facilitate public education and involvement. Advanced AI will influence every facet of our lives, from jobs to personal freedoms. A temporary halt allows for a broader societal dialogue, ensuring AI’s evolution aligns with collective human values. By doing this, there is an intentional pause in the development race. This break allows educators, policymakers, and experts a window to bridge the knowledge gap between rapid technological advancements and public understanding. Further, The moratorium, highlighting the significance of AI, can influence the educational curriculum. Schools and universities can introduce or expand courses on AI ethics, technology, and its societal implications, preparing younger generations for a world where AI plays a significant role.


However, the idea of an International AI Moratorium Agency is bound to have its downsides. Critics may argue that it hampers innovation. Indeed, slowing down specific research sectors could delay potential benefits AI could bring, such as medical breakthroughs or solutions to pressing global issues, however we can say that the other extreme has worse consequences.

Another critique lies in the feasibility of enforcement. In a world marked by diverging national interests and ideologies, how could such a moratorium be universally imposed? There’s also the risk of pushing research underground, beyond the purview of any regulatory oversight.


Further, the economic implications must also be taken into account. AI is poised to be a significant economic driver, and any halt, even temporary, could have fiscal ramifications. Countries or companies might feel disadvantaged if they believe others aren’t adhering to the moratorium, leading to simmering geopolitical tensions, and a counterproductive outcome of a race to acquire more power through AI.


While the critiques are valid, the essence of this solution is not to stop progress but to ensure it’s in a direction that doesn’t compromise our collective future. Though development is necessary for our world to thrive, sustainability is also one of our main concerns. The current generation must find a way to satisfy their development goals, without compromising on the ability of future generations to do the same. As with nuclear energy, the stakes with AI are too high for impulsive action, and thus caution must be exercised.


In conclusion, the call for an International AI Moratorium Agency is undeniably controversial and will face resistance. It demands that we place the collective good above individual progress, urging a shared vision for our future. It’s an unpopular stance, but as history has often shown, the right path isn’t always the most popular. In the face of existential risks, perhaps caution is the bravest choice we can make.
